CAAC Promotes Xinjiang’s "Industrial + Local" Joint Regulatory Experience for New Low-Altitude Business Models

In accordance with the unified deployment of CAAC and work requirements of CAAC leadership, and to improve the regulatory system for new low-altitude aerial tourism business models, balance development and safety, prevent illegal flights, and protect lawful operations, relevant departments of CAAC, the National Development and Reform Commission, and the Ministry of Culture and Tourism conducted joint regulatory research in Xinjiang on June 19 and 20 and held an on-site meeting. The event aimed at sharing experiences on Xinjiang's "industrial + local" joint regulatory model for low-altitude manned flights and encourage local authorities to establish joint regulatory mechanisms for new business models such as low-altitude aerial tourism based on local conditions. 

The research team presented the CAAC's work plans to promote general aviation and low-altitude economic development, as well as the tasks and measures to learn from and promote Xinjiang's "industrial + local" joint regulatory experience. It affirmed the active exploration and notable achievements of Xinjiang's joint regulatory model for general aviation manned flights, provided a preliminary summary of the pilot program conducted in Hainan Province, and discussed the practices of different regions. Concrete arrangements were made to accelerate the establishment of relevant working mechanisms. It was underscored at the meeting that entities of the civil aviation industry shall implement CAAC's work plan to advance the safe and orderly development of general aviation and the low-altitude economy. The meeting emphasized the importance of establishing a joint "industrial + local" regulatory mechanism for new low-altitude business models, accurately understanding the operational principles of general aviation, and focusing on manned and passenger flights. It was recommended to make efforts to pilot joint regulatory work mechanisms in regions with enabling conditions, leverage the effectiveness of synergetic and collaborative mechanisms, consolidate regulatory efforts, and lay the groundwork for exploring innovative regulatory models for future low-altitude economic applications. These steps will collectively promote the safe development of general aviation and the low-altitude economy.
