CAAC and China State Railway Group Co., Ltd. Jointly Promote High-Quality Development of Air-Rail Inter-modal Transport
To earnestly implement the guiding principles of the Third Plenary Session of the 20th CPC Central Committee and the Central Economic Work Conference, and to carry out the arrangements outlined in the National Civil Aviation Work Conference, CAAC and China State Railway Group Co., Ltd. (China Railway) have jointly issued the Key Task List for Promoting High-Quality Development of Air-Rail Inter-modal Transport (2025-2027) (hereinafter referred to as the Task List). This initiative aims to further advance practical cooperation and integrated development between civil aviation and railway sectors.
In June 2024, CAAC and China Railway signed a strategic cooperation agreement, which identified the collaboration directions across seven areas: guidance role of planning, infrastructure construction, product improvement, service optimization, information sharing, pilot projects, and standard systems. Positive progress has been made in physical and institutional connectivity, ticketing services, brand development, and emergency response coordination. Building on this foundation, the two parties conducted in-depth research and extensive consultations to jointly formulate the Task List for the next three years, further deepening the practical cooperation in air-rail inter-modal transport.
The Task List focuses on addressing difficulties and bottlenecks in service standards, information sharing, and technical support during the implementation of air-rail inter-modal transport, identifying 15 specific tasks in the above seven areas.Responsible person of the Department of Transport of CAAC stated that CAAC and China Railway will further refine their work measures based on the Task List and steadily advance task implementation. Efforts will be accelerated to enhance both "physical connectivity" in infrastructure planning and construction and "institutional connectivity" in transport service organization, standards, and information sharing. The goal is to better meet the public's growing demand for higher-quality air-rail inter-modal transport services.
